You may like to coast through life, but VTL 1216 says don't coast on a downgrade

Throwing a car into neutral while going down a hill is a staple of hypermiling behavior to save gas, as is tailgating. In New York, both of these behaviors are illegal. While you may necessarily be pulled over because a police officer thought you were coasting down a hill, these are the kinds of tickets that can be added on if you’re stopped for a different reason.
